CG RETIREE SERVICES PROGRAM UPDATE

Tri-Annual Program Assessment The CG Retiree Services Program, CI 1800.5G, was established in March 2013. The Director of Reserve and Military Personnel (CG-13), the program director, is required to: “Conduct an assessment of the retiree services program every three years that coincides with the selection of the next CGNRC co-chair(s).” The CG National Retiree Council (CGNRC) has raised questions regarding the scope and function of the retiree services desks in its annual reports to the Commandant. There are also preliminary indications that the current retiree services desk policy/procedures, modeled after DOD retiree services offices, may be somewhat over-engineered for the needs of the Coast Guard and its military retiree community. CG-13 will additionally review input from CG Retiree Services Desks, Regional Retiree Councils, FORCECOM and the CG retiree community during the first tri-annual assessment of the program – to be kicked off at the 2016 Annual Meeting of the CGNRC. 2016 Annual Meeting of the CG National Retiree Council The CGNRC was chartered in 1982. Its primary mission remains to sustain open and positive lines of communication between the Commandant and the entire military retiree community through the Commandant’s executive agent, CG-13. The CGNRC will conduct its annual meeting at CG Headquarters during 19-21 April 2016, in compliance with below direction in CI 1800.5G:

Meet annually, normally in the spring, in Washington, DC, with a briefing to the Vice Commandant and the Commandant.

Receive an annual update and provide feedback on matters pertaining to the retiree services program, including a quality assurance assessment and ongoing program changes and adjustments, including policy updates.

Prepare and submit an annual report to the Commandant through CG-13. The annual report may include information regarding the effectiveness of the retiree services program and needed improvements to retirement transition, pay, benefits, privileges, legislative, veterans’ affairs, quality of life, and other CG military retiree community matters.

RADM John Acton, USCGR (Ret) and MCPOCG "Skip" Bowen, USCG (Ret) have served with distinction as the CGNRC Co-Chairs from 2013-2016 and will be formally recognized prior to appointment of new co-chairs by the Commandant.

SPRING IS IN THE AIR…even for those in the Northeast!!!! After a busy New Year’s period, PPC has shifted focus to the spring season and everything that goes along with it…PCS moves, travel claims, separations and something near and dear to all of your hearts, adding new retirees to the rolls. I am very pleased (and relieved) that we successfully made it through the 2015 tax season and despite some delays and challenges, we produced and mailed over 56,000 1099Rs, 113,000 1095Bs and 55,000 W-2 tax forms. I am also pleased to announce that this was the last year PPC will print these forms in-house as we are working on contracting out all major print functions, including monthly retiree statements. And, while we are on the topic, I want to remind you that you can always access your retiree statements and tax forms in Direct Access through self-service. You can also opt-out of having these forms mailed if you so choose. As stewards of the taxpayer’s money (your money) we continually look for ways to cut costs and realize savings throughout the PPC. In case you missed it, I want to bring to your attention two very recent changes to the Survivor Benefit Plan (SBP); one involving changing from former spouse coverage and the other involving disabled children and Special Needs Trusts. The National Defense Authorization Act for Fiscal Year 2016 (NDAA FY16) amended the SBP statute to provide a member who had made an election to provide SBP or Reserve Component SBP coverage for a former spouse the ability to cover a subsequent spouse if the former spouse dies. The enactment of this legislation in-cluded provisions in the form of an open season period to accommodate members whose covered former spouse beneficiaries were already deceased when the legislation was enacted. The open season is now through 24 November 2016. The second change gives military members and retirees the option to direct payment of an SBP Annuity for a dependent child to a Special Needs Trust (SNT). A SNT is a legal instrument specifically designed for the benefit of a person with a disability. In some cases, this may preserve the beneficiary’s eligibility for other federal or state benefits. Finally, I would like to congratulate RADM Cari Thomas on her retirement from the Coast Guard and thank her for her terrific career spanning over 36 years of service to our Nation. Contra Costa Chapter of the Military Officers Association was originally located in Lafayette, CA, until recently. The chapter is now co-located with several other Veterans Service Organizations at the San Ramon Valley Veterans Memorial Building, 400 Hartz Ave, Dan-ville, CA. Historical note: The "Treasury" class Coast Guard cutters (sometimes referred to as the "Secretary" or 327-foot class) were all named for former secretaries of the Treasury Department. The Cutter Ingham was named for Samuel D. Ingham, born in 1779, who became a well-known manufacturer and a long time member of the House of Representatives from Pennsylvania. He was appointed Secretary of the Treasury in 1829 by President Andrew Jackson and he served until 1831.

COAST GUARD MUTUAL ASSISTANCE … LOOKING AFTER OUR OWN CGMA is the Coast Guard’s official financial relief organization, maintained by Coast Guard men and women to help shipmates in times of need. Since its inception in 1924, CGMA has provided over $177 million in direct financial assistance. BOOK REVIEW: THE FINEST HOURS By Matthew O’Connell

Michael Tougias and Casey Sherman have composed a rollicking recreation of one of the most dramatic rescues in Coast Guard history. In the winter of 1952, one of the most brutal storms in then recent memory visited the Coast of New England. Those of us born in the region know and fear the word “nor’easter” and we know your worst case scenario is to find yourself at sea. But this is exactly what happened to two oil tankers, the Pendleton and the Fort Mercer. Both tankers were built with “dirty steel,” which is to say: their ability to withstand the ferocity of a New England storm was next to nil: they split in two. Crewmembers were now at the mercy of the Atlantic in all of its roiling discontent. The Finest Hours is the story of the attempt to rescue the men left alone in the ocean. The Coast Guard sent out cutters and two thirty-six foot lifeboats as well. The boats were wooden but the men weren’t made of dirty steel; they were the real thing. It could easily have been a suicide mission but the Coastguardsmen involved did what Coast-guardsmen have done since the very beginning of our service: they ignored the danger and went to save the lives of those in peril. Boats capsize, collisions abound and men fall into the sea. Through it all there are only two intents: survival and rescue. Not all of the men will be rescued. Some will die and heroes will emerge and enter into Coast Guard and naval history. In the end, The Finest Hours is the story of men who refused to be beaten by the sea when they knew that other men could be.

MOVIE REVIEW: THE FINEST HOURS By Matthew O’Connell

The Finest Hours movie is a thrilling recreation of the events described above with a bit of poetic license thrown in. Books and movies, however, are not marriages. A book can take fifty pages describing the background for a given event while a movie generally leaves the background out and goes right to the event. Hence, after an opening scene in which the legendary Boatswain’s Mate, Bernie Webber (Chris Pine), finds himself in the throes of a marriage proposal, Director Craig Gillespie moves onto the action. Webber must rescue the Pendleton. Along the way he will nearly lose his 36 footer and its crew when he challenges the infamous Chatham Bar (and he will definitely lose his compass). Still, he will find the Pendleton which has split in half but has been kept afloat by the genius of its Chief Engineer (Casey Affleck) who has constructed a rudder in order to steer her towards the stability of any land formation he can find. The film crosscuts to scenes on land where Bernie’s terrified fiancé (ably portrayed by Holliday Grainger) confronts the station’s Commanding Officer (he is not nice but most of her scenes are pure fabrication so lets not be too hard on the CO), commiserates with a woman who lost her husband under similar circ*mstances when Bernie failed to rescue him and rallies the citizenry of Chatham, Massachusetts. The miracle of the rescue is largely in accord with the essence of the book. I watched the film with an audience composed of Coast Guard military and civilian personnel and we were all suitably impressed. Other Program Initiatives

Military Transition to Retirement: Consistent with CGNRC recommendations, efforts have been redoubled to measurably increase “retiree presence” and CG Retiree Services Program support of CG military members and spouses preparing for and transitioning to retirement. This will include active outreach and sharing of needed information, tools, and resources with CG military members/spouses – through individual contact, CG Transition Assistance Program (TAP) Seminars and other means (i.e. CG Retiree Services Website, Newsletters, etc.).

CG Retiree Caregivers: The CGNRC’s 2014 report to the Commandant included a draft CG Retiree Caregivers Guide for final review/approval and e-distribution to the CG retiree community. The guide is among the program’s top priorities, with plans to complete final CG Headquarters review/approval, publish/make available to the CG retiree community and present for discussion at the CGNRC meeting in April 2016.

CG Retiree Services Website (http://www.uscg.mil/retiree/): Also consistent with CGNRC recommendations, a detailed plan is being developed “to sustain and regularly refresh the CG retiree website and institutionalize website support.” The plan establishes the website’s purpose (support CG retiree services’ mission), target audience (CG military members transitioning to retirement and CG retiree community), strategic goals (i.e. visitors quickly find what they’re look for and information of value), web-analytics/tools and maintenance/administration procedures.

CG Recruiting: CG Retirees are encouraged to support the emerging CG “Everyone is a Recruiter” campaign by keeping an eye out for young people with whom they’d be proud to serve and referring them to CG recruiters and CGRC website at: http://www.gocoastguard.com/ - helping to fill CG vacancies and build the future workforce.

CG Community Affairs: Volunteers, including CG retirees, contributed over 15,000 hours of volunteer time at 117 events staffed by CG Base NCR Community Affairs in 2015 – partnering with schools, charities, veterans groups, Habitat for Humanity, soup kitchens, the District of Columbia, DHS, other Federal Agencies and more. Efforts are underway to promote awareness/participation by CG retirees in local community affairs throughout the CG.

“BRAVO-ZULU”

It is important for the CG Retiree Services Program to recognize all the great people who “continue to serve” the CG and support the program’s mission. I plan to extend a “BZ” to at least one deserving individual, group, Retiree Council, Retiree Services Desk, or CG Unit in each quarterlry issue of The Retiree Newsletter. For this issue, BZ! goes to Mr. Norm Paulhus, a member of the Capital Area CG Retiree Council, for his “Normnet.” Every day, Norm scans media reports, press releases, newsletters and other information sources about the Coast Guard and sends 5-6 selected items to loyal friends and followers within and outside the Coast Guard. At peak, there have been up to 1,000 people on Norm’s mailing list, including current CG District Commanders and Flag Officers, other active-duty members/civilian employees and folks throughout the CG retiree community – keeping all “connected” and informed about our great organization. Norm shared in a recent e-mail: “I was never directly employed by the USCG, but I spent 35 years at US DOT maintaining oversight of research activities within the Department (including Coast Guard's). Our office for a while was located next door to USCG's Congressional Affairs Office, and we shared the same mail stop. Things just took off from there, and over the years I just got sort of "adopted" by the Coast Guard family. I chased around the country for several decades on my own, going to promotion ceremonies, retirements, Changes of Command, and just visiting Coastie friends as they moved around. I still stay in touch with several hundred USCG men and women who became good friends during this period. I've also got several hundred pictures that I took during these travels and at CGHQ that I have to find a home for when I pass on. One of the key vehicles to stay in touch with my USCG friends has been what they've dubbed "Normnet." Unfortunately, I had some severe health problems and due to hospitalizations I was offline for several years. I'm temporarily in an assisted living facility, and I'm back on-line using their Wi-Fi system to send out mail. I'm doing it now under the auspices of the Capital Area CG Retiree Council and Council Chair CAPT Dave Bernstein, USCG (Ret) puts selected items in the group's newsletter and I'm sending the full raw set out to about 150 people.” BZ and thank you Norm, our Coast Guard family is better for your tireless, continued sharing of Coast Guard stories! ID Card Office Online Expands Capabilities to DS Logon Credential Holders

ID Card Office Online (IDCO) is a self-service application developed by the Defense Manpower Data Center (DMDC) to enable its customers, including retired Service Members, to complete tasks online that were normally done in-person at an ID card office. These include updating a family member’s contact information and authorizing an ID card replacement. Retired sponsors with a valid Department of Defense Self-Service (DS) Logon credential may now perform all family mem-ber transactions available in ID Card Office Online including electronically signing the DD Form 1172-2, “Application for Identification Card/DEERS Enrollment,” for their family members online. Once electronically signed, the family member may visit their local RAPIDS ID card office and be issued their ID card without their sponsor accompanying them in-person. As long as the sponsor has a CAC or DS Logon credential, these functions can be performed through DMDC’s ID Card Office Online web application, which is accessible from milConnect at http://milconnect.dmdc.mil. Retired service members may obtain a DS Logon account at an ID card facility during the ID card issuance process or online anytime at: https://myaccess.dmdc.osd.mil/ or by visiting a participating VA Regional Office (VARO). Locate the nearest VARO online at http://www.vba.va.gov/vba/benefits/offices.asp. Locations for the nearest ID Card issuance facility can be found at https://www.dmdc.osd.mil/rsl/. Legislative Change for Survivor Benefit Plan Former Spouse Coverage The National Defense Authorization Act for Fiscal Year 2016, Pub. L. No. 114-92 § 641 (November 25, 2015) amended the Survivor Benefit Plan (SBP) statute to provide a member who had made an election to provide SBP (or RCSBP) coverage for a former spouse the ability to cover a subsequent spouse if the former spouse dies. Since this is a new provision to the SBP statute, the legislation also included provisions to accommodate members whose covered former spouse beneficiaries were already deceased when the legislation was enacted. In particular, the new law provides that for a member who: before November 25, 2015, had a former spouse benefici-ary under the SBP who died before that date, and who on November 25, 2015 is married to a subsequent spouse, the member may elect to provide spouse coverage for the subsequent spouse under the SBP. Any such election may only be made during the one-year period beginning on November 25, 2015 and ending on November 24, 2016. The member is responsible for all premiums due from the effective date of the election. An election to cover a spouse will be effective as follows: (a) for a member married for at least one year on the date of death of the former spouse, the effective date is the first day of the first month after the date of death of the former spouse, (b) for a member who married after the date of death of the former spouse (or in the one year period preceding the date of death of the for-mer spouse), the effective date is the first day of the first month after the first anniversary of the marriage. The level of coverage may not be changed. Procedure: Any member who had a former spouse beneficiary under the Survivor Benefit Plan (or the Reserve Component Survivor Benefit Plan) that died before November 25, 2015, and who wishes to provide spouse coverage for a spouse to whom (s)he was married on November 25, 2015 must make a written request (see form on next page) and include the following documents: (a) Certificate of Death for Former Spouse (b) Marriage Certificate for Current Spouse The request (and the supporting documents) must be received at the Coast Guard Pay and Personnel Center on or before November 24, 2016.

Survivor Benefit Plan (SBP) Special Needs Trust Changes Members who are getting ready to retire and retirees who have SBP spouse and child coverage or child coverage and who have a disabled child should be aware that the law now allows Special Needs Trusts to be designated as the recipient for the disabled child’s SBP coverage. A Special Needs Trust is a legal document that establishes an account to oversee financial assets of an incapaci-tated child. When a Special Needs Trust is designated as the beneficiary of an SBP annuity, SBP annuity pay-ments are paid to the Special Needs Trust for the benefit of the incapacitated child. A key benefit of the Special Needs Trust is that SBP income does not disqualify the child from other state or federal aid that might have been jeopardized if the disabled child directly received SBP income. Disabled or incapacitated children are those who are incapable of self-support because of a physical or mental in-capacity which existed before the child’s 18th birthday or was incurred before age 22 while the child was pursuing a full-time course of study. Special Needs Trusts are higher technical documents that should be prepared by a qualified attorney. Additionally, medical paperwork must be filed with the Coast Guard to establish the child’s disability and continued entitlement to SBP child coverage after the age of 18/22. If you have a disabled child named as your SBP beneficiary or if you are getting ready to retire and have a disabled child, we recommend you consult with your attorney about Special Needs Trusts and that you contact the PPC/RAS office or the PPC Legal Office with any other questions.

PORTSMOUTH, Va., February 28th —

The crew of the Coast Guard Cutter

FORWARD returned to their homeport of

Portsmouth, Virginia, Sunday, following a

two-month long patrol in the western

and central Caribbean Sea that resulted

in the seizure of more than 124 kilograms

of cocaine and disruption of more than

3,000 lbs. of marijuana with a combined

worth of approximately $10.5 million.

These counter-drug interdictions were

carried out as part of Operation

MARTILLO, an international detection,

monitoring and interdiction operation

bringing together air, land and maritime

assets from the U.S. Department of

Defense, the Department of Homeland

Security, and Western Hemisphere and

European partner nation agencies (Joint

Interagency Task Force South). During this operation, the Cutter FORWARD worked jointly with several nations in the

central Caribbean to include the Bahamas, Honduras, Haiti, Dominican Republic and Nicaragua.

In addition to stemming the flow of illicit contraband, Cutter FORWARD led a joint search and rescue for a capsized

Nicaraguan tour boat in February.

Cutter FORWARD is a 270-foot medium-endurance cutter home-ported in Portsmouth, Virginia, that operates in the

Atlantic Ocean, Caribbean Sea and Gulf of Mexico for the Commander of Coast Guard Atlantic Area. Its missions

include search and rescue, maritime law enforcement, marine environmental protection, defense readiness, and ports,

waterways and coastal security.

The 26-year old Cutter FORWARD, along with the service's 26 other medium endurance cutters, is slated to be re-

placed by a new fleet of Offshore Patrol Cutters that will operate more than 50 miles from land, carrying out the Coast

Guard's maritime security and safety activities in support of national interests.

The OPC will be an economical, multi-mission ship, providing pursuit boat and helicopter capabilities and interagency

interoperability. Its advanced technical features include modern sensors and enhanced surveillance capabilities

necessary to detect threats far from U.S. shores and meet the demands of the Coast Guard's homeland security,

search and rescue, law enforcement and other vital missions.

March 2 — For three weeks, a titanium-encased hydrophone recorded ambient noise from the ocean floor at a depth of more than 36,000 feet, or 7 miles, in the Challenger Deep trough in the Mariana Trench near Micronesia. Researchers from NOAA, Oregon State University and the U.S. Coast Guard were surprised by how much they heard.

“You would think that the deepest part of the ocean would be one of the quietest places on Earth,” said Robert Dziak, a NOAA research oceanographer and chief project scientist. “Yet there is almost constant noise. The ambient sound field is dominated by the sound of earthquakes, both near and far, as well as distinct moans of baleen whales and the clamor of a category 4 typhoon that just happened to pass overhead.”

The hydrophone also picked up sound from ship propellers. Challenger Deep is close to Guam, a regional hub for container shipping with China and the Philippines.

The project, which was funded by the NOAA’s Office of Ocean Exploration and Research, was designed to establish a baseline for ambient noise in the deepest part of the Pacific Ocean. Human-created noise has increased steadily in recent decades and getting these first recordings allows scientists in the future to determine if the noise levels are growing and how this might affect marine animals that use sound to communicate, navigate and feed, such as whales, dolphins and fish.

Getting these first recordings wasn’t easy in an underwater trough deep enough to hold Mount Everest.

“The pressure at that depth is incredible,” said Haru Matsumoto, an Oregon State ocean engineer who worked with NOAA engineer Chris Meinig to adapt the hydrophone. “We had to drop the hydrophone mooring down through the water column at no more than five meters per second to be sure the hydrophone, which is made of ceramic, would survive the rapid pressure change.”

While atmospheric pressure in the average home or office is 14.7 pounds per square inch (PSI), it is more than 16,000 PSI at the bottom of the Mariana Trench.

Researchers deployed the hydrophone from the Guam-based U.S. Coast Guard Cutter SEQUOIA in July 2015. The device recorded sound continuously over 23 days, completely filling the flash drive. However, scientists had to wait until November to retrieve the hydrophone due to ships’ schedules and persistent typhoons. The device remained anchored to the seafloor until scientists returned.

Another OSU co-investigator on the project, Joe Haxel, will lead a planned return to Challenger Deep in early 2017, where the researchers will deploy the hydrophone for a longer period of time and attach a deep-ocean camera.

Dziak, Matsumoto, and Haxel all work for NOAA’s Pacific Marine Environmental Laboratory in the Acoustics Program located at OSU’s Hatfield Marine Science Centeroffsite link. Haxel and Matsumoto are also affiliated with the Cooperative Institute for Marine Resources Studies in Newport, Oregon. The acoustic project in Challenger Deep is one of a number of projects in which the U.S. Coast Guard partners with NOAA to support scientific research.

NAMF RADFORD AWARD TO LIEUTENANT COMMANDER TOM BEARD USCG (Ret.)

The Naval Aviation Museum Foundation has announced that retired US Coast Guard LCDR Tom Beard is recipient of the Foundation’s 2016 Arthur W. Radford Award for Excellence in Naval Aviation History and Literature. Beard, a Naval Aviator who served in both the Navy and the Coast Guard, was recognized as editor-in-chief for the three-time award winning book, The Coast Guard, is also the author of Wonderful Flying Machines and has co-authored or edited several other books. He has published more than fifty magazine and journal articles and has written edited and contributed to the production of Television documentaries. He is recipient of two previous awards for his work. Tom is a graduate of Evergreen State College, and holds a M.A. from Western Washington University. A Navy attack pilot, Beard joined the Coast Guard after ten years of naval service and continued flying with the Coast Guard, and holds single and multi-engine, land/seaplane, and helicopter ratings, logging more than 7,000 flight hours. Tom Beard is an avid sailor, holding a Coast Guard Master’s license and cruising more than 160,000 miles nearly circumnavigating the earth twice, all the while continuing his writing. DOD-USPHS PARTNERSHIP FOR PSYCHOLOGICAL HEALTH

To address behavioral health issues associated with combat deployments, the Department of Defense and the U.S. Public Health Service signed a memorandum of agreement in 2008 establishing the "DOD-USPHS Partnership for Psy-chological Health" initiative. The initiative was designed to ensure that service members, their families, and veterans receive the resources they need by increasing the availability of behavioral health services such as psychiatric counseling, family and group therapy, and preventive and resiliency building services.

Behavioral health officers in the Commissioned Corps of the U.S. Public Health Service are detailed to military medical treatment facilities across the Nation to treat service members who are returning from overseas deployment with conditions such as post-traumatic stress disorder (PTSD), insomnia, anxiety, flashbacks, and depression.

Each officer currently serving in the Commissioned Corps understands the passion and desire involved in beginning this process. We salute you on your journey to stand beside us and advance the health of this great Nation.

Keeping Retiree & Annuitant Services Informed

All retirees are reminded to inform PPC (RAS) as soon as possible following changes of marital status (divorce, death, annulment, marriage, just to mention some), death of a designated SBP beneficiary, or any other changes which could impact retired pay. Additionally, when you make a change with DEERS it does not constitute a change to your Retired Pay account since DEERS is a totally different system from RAS.

State Tax Reminder: As a reminder when moving from one state to another and updating your home mailing ad-dress, don't forget to change your state tax withholdings. The retiree must request a change for state tax as an ad-dress change does not automatically change or stop the state information that the tax is being paid to.

Great news for veterans—the National Personnel Records Center (NPRC) has provided the following website for veterans to request a copy of their DD-214 online: http://vetrecs.archives.gov/. This will reduce the waiting time veterans have experi-enced in the past (waiting for copies of their DD-214s). Note: Because a written signature is required on the form, you will still need to print it out and mail or fax it to NPRC to obtain a copy.

VA compensation payments and federal income taxes If you retired from the USCG, NOAA or PHS based on years of service and are later given a retroactive service connected disability rating by the VA, your retirement pay for the retroactive period is excluded from income up to the amount of VA disability benefits that you would have been entitled to receive. The form 1099R reports the entire distribution because the income, when paid, was taxable under the law. A corrected form 1099R which could support the de-crease in taxable income will not be issued by PPC. This policy is contained in the DOD Financial Manage-ment Regulations, VOL 7B and also is stated in the IRS instructions for Form 1099R, which directs that the entire income distribution will be reported if a part is taxable and a part is not taxable. Retirees who are affected by this policy should consult a tax preparer for assistance. The retiree should provide copies of the Form 1099R and the VA Award Letter to claim a refund of taxes paid on the excludable amount. You may also claim a refund of any taxes paid on an ex-cludable amount in previous years by filing an amended return on Form 1040X, subject to statute of limitations.

When you turn 65, your medical benefits will change. MEDICARE will become your primary medical coverage and TRICARE pays secondary to MEDICARE. You MUST enroll in MEDICARE PART B to retain your TRICARE coverage. If you are within 90 days of your 65

th birthday, you should log on to http://www.ssa.gov or http://www.medicare.gov

to enroll in MEDICARE PART B. Additional information can be found on the TRICARE web site at http://www.tricare.mil/Welcome/Eligibility/MedicareEligible.aspx?sc_database=web or by telephone at: 1- 866-773-0404.
