A resident of Weslaco three years, he was maintenance superintendent for Wesley Manor, Methodist retirement home, and for Valley Central Apartments as it now is known. The decision: Landlords may raise rents beginning Dec. 29 to cover higher operating costs, taxes and improvements but they must justify the increase to their tenants on paper in plain English.

Commission Chairman C. Jackson Grayson Jr. said the nation's renters could expect increases of 3 to 3.5 per cent; when all factors are considered, however, there is no firm ceiling and one of Grayson's critics said the increases might be as high as 30 per cent. The commission previously disposed of price increases for such giants as the automobile and steel industries within days after the wage-price freeze expired Nov. 13.

But rent, a complex subject where emotions run high, has taken longer to solve. President Nixon appointed a special rent advisory board to help the commission draft a set of guidelines. The rules, announced Wednesday by Grayson, allow landlords to automatically raise rent three ways: -A flat 2.5 per cent increaseding to cover higher operating such as fuel oil, electricity and maintenance. -An unspecified amount beyond that to meet higher property taxes or increases in municipal services. for -Up to 10 additional capital improvements.
